When children are unable to live with their parents or family members the local authority may apply for a Permanence Order or Adoption Order to ensure that a child can stay in a ‘permanent’ home and have the safety and stability this will provide. 

A Permanence Order being granted means that those with Parental Responsibilities and Parental Rights will no longer be able to decide where the child should live.  A Permanence Order will enable foster carers or any other carer to make decisions affecting the child’s life. 

An Adoption Order gives the adoptive parent(s) full Parental Responsibilities and Rights in respect of the child.
